Many Indian tribes lack the experience to invest their money well

As a person working among Indian tribes, I saw the need for— like the tribes that were generating revenues from gas and oil and so forth, they continually earmarked those revenues for social programs within their reservation They never looked at it in terms of, well, a certain percentage could be put into an investment account where the returns were higher than the local banks.
