The U.S. Government has not fulfilled its treaty obligations


[Hall:]
We’re a treaty tribe. We’re an 1851 Fort Laramie treaty tribe, and the government said, “If you make peace with us and sign with your name or with your ‘X’”—Mandan Four Bears, Hidatsa Four Bears, and [indiscernible] from the Arikara, they all signed the treaty with their “X” and the government said “As long as the grass grows and the wind blows and the river flows, you know, we’ll keep this treaty and honor it in perpetuity,” and we all know the history that that they never did.
